ISPD EXPERT IN PROTOCOL AND HEAD SECURITY, SAFETY AND ENVIRONMENT DEPARTMENT AND CHIEF OF CABINET AT NATO SHAPE
José Paulo Lucena is a Navy Officer with the rank of Captain and he is the Head of Security and Environment Department at the Portuguese Navy General Inspection.
From his military carrier can be highlighted the following: From 2002 to 2004 he was the Portuguese Defense Minister Aide-de-camp; between 2007 and 2010 he was the head of a working group responsible for the certification of the Portuguese Navy Human Resources Management System by a Portuguese standard (NP 4427:2004). Between 2010 and 2015 his main functions were related with protocol, diplomacy (liaison with the Defense Attachés) and military ceremonies, from 2012 to 2015 as the Protocol Adviser to the Chief General Staff Portuguese Armed Forces. From 2015 until 2018 he worked at NATO and one of the main tasks was the Allied Command Operations team leader responsible for the Accession and Integration of Montenegro to NATO.
